A new Private Security Industry Bill, which received its first reading in the British Parliament on Dec. 7, 2000, will require private security firms in the UK, as well as employers of in-house security personnel, to obtain a license for employed or contracted security guards, bouncers, and wheel clampers who clamp unlawfully parked vehicles.
The government first published proposals for statutory regulation of the security industry in 1999. The new bill will initiate the formation of a body “the Security Industry Association” through which employees who manage or supervise security operatives will need to obtain licenses.
Organizations found operating without a license will be subject to a 5,000 fine or six months imprisonment.
