December 7, 2001—Following a request for proposals from The National Renewable Energy Laboratory (NREL) to design a new science and technology facility, the AIA sent a letter strongly urging them to implement the qualifications-based selection (QBS) process when selecting architectural and engineering (A/E) firms.
NREL stated that submitted proposals would be evaluated using a “best value selection process.” Best value is described as selection based on the best combination of price and the qualitative merit of the offers submitted. The AIA argued that although NREL is managing the solicitation, ultimately the federal government will be the beneficiary of solicited A/E services. Thus, federal government procurement procedures should apply. The AIA emphasized that by using QBS, the federal government hires the most qualified A/E firm, while obtaining a price that is “fair and reasonable” to the taxpayers.
According to the AIA, selection first based on qualifications, followed by negotiation of a fair and reasonable fee, achieves good results for every public owner.
