February 19, 2003—The American Public Power Association, representing officials of US community- and state-owned electric utilities, is urging the Federal Energy Regulatory Commission to take a gradual approach, tailored to different geographic regions, as it develops a standard design for wholesale electricity markets nationwide. The group is also opposing including an electricity title in any future energy bill until federal policymakers and members of Congress have a better understanding of the significant problems plaguing the electricity marketplace.
The announcements were made at APPA’s annual Legislative Rally in February. They were part of ten resolutions, which can be read in their entirety in PDF format on APPA’s Web site.
