California state facilities seek bids for on-site solar electricity

May 3, 2004—The State of California is embarking on a procurement process to enable agencies and educational institutions to meet their goal of implementing cost effective, on-site solar electricity projects. The Department of General Services (DGS), together with the California Consumer Power & Conservation Financing Authority (CPA), are pleased to announce this Request for Proposals (RFP). It seeks to contract for approximately 4 MW of private-party-owned on-site solar electric systems (e.g. photovoltaic [PV] or other decentralized solar technology) to be installed in, on, or around a number of specified State facilities.

Bidders must propose supplying private-party-owned systems, with the successful bidders invited to sign long-term power purchase agreements with host State sites that will pay for the solar output on a cents/kWh basis.
