January 22, 2003—The Building Owners and Managers Association (BOMA) International joined other real estate organizations to submit comments to the US Environmental Protection Agency’s (EPA) proposed rulemaking issued summer 2002 on Effluent Guidelines and New Source Performance Standards for the Construction and Development Category, Docket No. W-02-06.
The EPA proposal had identified three options to deal with construction run-off. The real estate coalition commended the EPA for recognizing that construction is a short-term activity and for proposing options consistent with the existing storm water program.
The coalition recommended that inspection and compliance monitoring should be left to the state and local authorities responsible for administering the storm water program, who already oversee much of the construction process.
