On March 20, President George W. Bush signed into law S.J. Res. 6, which rescinds an ergonomics regulation enacted by former President Clinton during his last days in office. The regulation required businesses to implement programs to prevent repetitive-motion injuries and compensate workers who experience them. In explaining the rescission, Bush wrote, “. . . the ergonomics rule would have cost both large and small employers billions of dollars and presented employers with overwhelming compliance challenges.” S.J. Res. 6 is the first measure passed under the 1996 Congressional Review Act, which allows the legislative branch to overturn an executive regulation.
