Department of Defense signs up for new real property management system

April 1, 2002—The Department of Defense (DOD) has signed a contract for a new real property management system. The software-based application, known as Federal Real Property Management (RPM), was designed by Falls Church-based FSC, Inc. The application is available under the General Services Administration (GSA) software schedule.

The Department of Defense has deployed Federal RPM because it eliminates manual data entry of GSA rent bills and can automatically identify discrepancies in the bill. Now, agency personnel can import a GSA rent bill in a single file and allocate the data by occupant, appropriation, expense category, program, or project.

“Federal RPM is designed to save government agencies time and money,” says David Milburn, FSC President. “Property management is the second highest expense for government—after personnel.”

The system can track all types of property, including buildings, land, parks, forests, and structures such as satellite dishes, dams, radio towers, and monuments. User-defined codes enable agencies to customize the system to fit their own mission requirements.

Other benefits include the ability to track housing, parking spaces, land rights, and preventive maintenance needs; to manage commercial leases and GSA assignments; and to project vacancies and the cost of vacant space.

In addition, Federal RPM records energy consumption by type, amount, cost, and it tracks fire, safety, and security risks. The system is preloaded with seismic risk ratings for each county in the United States.

The software is a Windows-based application that can be deployed on a stand-alone computer or across a network. Federal RPM is designed to operate in conjunction with other administrative, accounting, and operations systems. Users can also access Federal RPM through the Internet to speed communication of property data across an organization, and they can view and manage data easily from any connected computer or laptop.
