GSA’s Central Office established the Environmental Quality Advisory Group (EQAG) to provide overall direction and guidance to GSA offices on the National Environmental Policy Act (NEPA). One of the first projects the EQAG addressed was revising GSA’s NEPA policy manual. The group published the PBS NEPA Desk Guide. The Desk Guide has been very well received throughout the Federal government and is being adopted by other agencies for their NEPA compliance guidance.
