Federal FM Receives Energy & Water Management Award

David L. Macheel, chief engineer at Veterans Administration Medical Center in San Francisco (VAMCSF), was presented with a 1999 Federal Energy and Water Management Award for an energy and emissions reduction program managed by Milwaukee-based Johnson Controls, Inc. This innovative program included an Energy Savings Performance Contract (ESPC) under which Macheel and the VAMCSF efficiently improved operations, coordinated financing, and installed energy efficient equipment, all with no up-front cost to the VA. The project will save an estimated $528,000 in energy and operational costs, which will repay the project costs. It will also bring a 13.7 percent reduction in energy consumption.

Under the contract, Johnson Controls carried out a technical audit and analysis of the 65-year-old, one million square foot facility. They are also providing administrative and energy savings by replacing outdated boilers, upgrading lighting, and expanding a Johnson Controls building automation system.

The awards, which were sponsored by the DOE, honored select federal FMs who are saving energy as well as taxpayers’ money by improving efficiency. The group of managers commended by the DOE saved over $60 million in utility costs in 1999.
