November 4, 2002—The good design of public buildings helps generate lasting value to taxpayers, states a report produced by the UK Office of Government Commerce and the Commission for Architecture and the Built Environment. As an incentive to increase design quality, the report says that public sector clients involved in one or more capital building projects should appoint a “Design Champion.”
The report also calls for all government departments to have clear procedures for rejecting unacceptable design schemes, and recommends departments should ensure best value for money delivers a commitment to design in procurement of government projects.
