September 15, 2004—The U.S. General Services Administration (GSA) announced that Heery International was selected from among 15 firms to provide construction management services for the modernization of 1800 F Street NW, in Washington, DC. They will provide support services for GSA and Shalom Baranes Associates Architects during the seven-year project.
The building is located at the intersection of 18th and F Streets, NW, two blocks from the White House. Completed in 1917 to house the Department of the Interior, the building was the first truly modern, steel frame office structure built by the U.S. Government. It has served as a headquarters both for the Department of the Interior and, currently, for GSA. The building is listed on the National Register of Historic places.
The project will be a complete upgrade of the building systems and restoration of the building’s historic fabric. Among the areas restored will be the exterior stonework, the lobby, and the office suite originally occupied by the Secretary of the Interior. In addition, an infill structure will be constructed in the courtyards to provide an additional 105,000 rentable square feet of office space. The project will meet the U.S. Green Building Council LEED certification standards.
In making its selection, GSA used source selection as the procurement method. This method required interested firms to submit proposals indicating their qualifications for the required services.
The proposals were scored based on their response to ranking factors included in the request for proposals. The ranking factors were Experience on Similar Projects, Past Performance, Key Personnel and Management Plan. Heery International scored sufficiently ahead of the second firm to make an award without going to an interview process.
