July 9, 2004—In an effort to improve the energy efficiency of the London State Office Building and the Madisonville State Office Building, the Kentucky Finance and Administration Cabinet’s Department for Facilities Management is teaming up with Vestar, Inc., an affiliate of Cinergy Corp. specializing in facility and infrastructure solutions. Upon completion of the anticipated improvements and retrofits at these two facilities, it is estimated that the Commonwealth will save more than $15,000 annually over a 10-year period.
The Cabinet is pursuing the use of Energy Savings Performance Contracts (ESPC) as an alternative means to implement the improvements. The shortage of General Fund dollars available for capital improvements, coupled with legislation and unfavorable economic conditions, have made ESPC a viable option for funding the projects.
Vesta has assisted municipalities across the United States and Canada through the implementation of similar improvements. With more than 200 completed projects totaling $250 million, Vestar has successfully supported customers in improving city facilities and operating efficiencies, enhancing service delivery, improving quality of existing and planned facilities, refining utilization of current resources and impacting the environment by significantly reducing the pollutants and green house gas emissions associated with normal industrial operation.
