June 16, 2004—KPMG has been appointed to review the UKs building control service. The aim of the project is to assist building control bodies—local authorities and approved inspectors—to assess their own service quality, in addition to enabling bodies with a central responsibility to identify those services with good or poor characteristics. The work will take place over the next six months with full consultation with representatives of organizations involved in the delivery and performance of building control services.
Building Regulations Minister Phil Hope commented, “Building control is an important service to the construction industry, helping it to achieve compliance with building regulations. This project will help set performance indicators and procedures for monitoring building control bodies. This will enable building control managers in both public and private sectors to work towards continuous improvement and bench mark their performance against other building control bodies.”
KPMG will draw up a draft set of performance indicators after consultation with stakeholders, other building control regulators, the Audit Commission and ODPM, before piloting the PIs with a sample of building control bodies. The firm will also recommend procedures for continuing monitoring of building control bodies by the ODPM and other constituent bodies of the Advisory.
