September 1, 2003—The National Association of Regulatory Utility Commissioners (NARUC) is calling on Congress to pass legislation that includes enforceable standards developed by the North American Electric Reliability Council (NERC) for the safe and reliable operation of the Nation’s power grid.
Says NARUC President Stan Wise, “Since the mid-90s, NARUC has recognized that there is a ‘fundamental need for [the] establishment of a system of mandatory and enforceable reliability rules applicable to all users, owners, and operators of the North American bulk power grid.’ To that end, NARUC strongly supports legislation developed by NERC in conjunction with other stakeholders that would allow NERC to sanction participants in the bulk power markets that fail to comply with these rules, subject to oversight by the Federal Energy Regulatory Commission.”
NARUC’s members include the governmental agencies that are engaged in the regulation of utilities and carriers in the fifty states, the District of Columbia, Puerto Rico, and the Virgin Islands.
