February 12, 2003—The North Carolina Utilities Commission has approved proposals for a statewide green energy program called NC GreenPower. The program will provide North Carolinians with electric power generated from solar, wind, and other renewable energy sources. It will offer renewable energy products for both residential and commercial customers.
Through the program, a nominal block of green power will be offered by each participating electric utility in North Carolina on a monthly basis for a premium. Each block purchased will authorize the program administrator to pay a $4 per block premium to a renewable generator for an equivalent block supplied to the electric grid in North Carolina.
For the mass-market product, the target for solar and wind is 15 percent of the energy generated in the third year of the program. For the large volume product, the target for solar and wind is 4 percent.
