Robert Chapman of the National Institute of Standards and Technology (NIST) has completed a comprehensive report on safety in the construction industry clearly showing the extraordinary payback of a good safety program. His report provides a detailed set of baseline measures for National Construction Goal 7 (reductions in construction worker illnesses and injuries). Included in the report are extensive details of the process used to develop the baseline measures, along with numerous charts and tables to illustrate the process. Much of his data is derived from some 300 projects run by members of the Construction Industry Institute. The report is part of the baseline measures of current construction industry practices and measures of how the industry is progressing according to each of the seven National Construction Goals. These measures are being developed by the Construction and Building Subcommittee of the National Science and Technology Council. The seven Goals include such targets as faster construction time, lower costs, increased occupant satisfaction, and reduced pollution.
