North American Electric Reliability Council members near 90% compliance

The North American Electric Reliability Council (NERC) recently released the results of its Year 2000 Compliance Program, which was created to ensure that the Regional Reliability Councils and their members adhere to NERC and Regional Council Planning Standards and Operating Policies. The results revealed that Council member compliance was about 90%.

The 2000 program, which expanded on the 1999 program, assessed 37 Planning Standard and 20 Operating Policy measurements and applied simulated monetary sanctions to each identified violation. Overall results yielded several conclusions: self-certification processes, paralleled with appropriate verification strategies, are effective; accurate, quality data are paramount to reliability; non-Regional member participation and compliance is very difficult to obtain; enabling legislation is needed to implement an effective compliance program; and enhanced staffing will be needed in all Regions and in NERC as the program grows.
