North Carolina returns to top of state-by-state business climate ranking

December 9, 2005—An annual ranking of state business climates by Site Selection magazine has once again put North Carolina on top. The state had been on top three years in a row until Texas took the spot last year. This year, Texas ranks second.

An executive survey accounts for 50 percent of the overall ranking. The rest is based on new and expansion project announcements. The top ten states in the ranking are: North Carolina, Texas, Georgia, Ohio, Tennessee, Indiana, Alabama, Michigan, Kentucky and South Carolina.
