The US Department of State Office of Foreign Buildings (OFB) conducted a seminar recently regarding a sizable increase in future OFB construction plans. Its concern pertained to the strategies of the planning, design, and project management of government facilities. Its goal is to develop a responsible and cost-effective approach to managing the huge construction program that represents a 10-fold increase in construction activity over the next decade. This translates into a program of more than $15 billion over the next 10 to 15 years for the construction of up to 190 new embassy facilities worldwide. This activity is in addition to the Department’s ongoing program of building renovations and security upgrades. The program is directly related to increased security demands, an aging asset base, emerging new requirements, and Congressional guidance.
