October 29, 2003—The Occupational Safety and Health Administration (OSHA) has recently developed a Homeland Security matrix tool to assist employers with planning and preparing for workplace emergencies caused by a terrorist’s explosive device or act of arson. The Fire and Explosion Planning Matrix covers the general aspects of fire prevention planning and includes broad questions to help employers review their plan content as it would relate to such a terrorist act. Each question is followed by planning considerations and suggested preparedness measures appropriate for workplaces in each of three risk zones, as determined by a Worksite Risk Assessment List. On-line resources are included that may offer additional assistance. OSHA says that the Matrix is not a compliance tool, nor does it create legal obligations for employers.
