Bill Montalto, special counsel to Rep Peter Hoekstra (R. Mich.) addressed AIA regarding the Federal Prison Industries Competition in Contracting Act of 1999 (http://www.house.gov/hoekstra/HR2551.html). The bill would protect firms in the private sector, especially small businesses, by reforming the FPI Federal Prison Industries Inc. (FPI) 1934 authorizing statue. The Federal Prison Industries employs prisoners for the manufacture of products.
