The Dutch Normalisation Institute (NEN) presented its new standard NEN 2748 as the norm for real estate and facilities management, and in so doing defines both professional areas. The reasons for NEN are better and easier benchmarking and increased transparency for the owners and users of buildings. It has taken 20 years of discussion for the standard to come about after efforts by the Dutch Building Agency (DTZ), NS Facilities, Ernst & Young, and the Dutch Normalisation Institute.
Acceptance of the norm means that the Dutch Building Agency (DTZ) will ask service providers for offers in accordance with NEN 2748, solving the question of who pays what. Next is incorporation of quality aspect as part of the standard, and the existing Real Estate Standard offers this possibility. Ernst & Young will use the standard to combine it with the Quick Scan Facility Costs (QSFC) model, and benchmarking by ratios can help find solutions in areas specified by the standard.
