December 10, 2003—New rules came into effect in the UK November 3 that set out environmental standards for the treatment and scrapping of old cars and vans, encouraging their reuse and recycling. The End of Life Vehicle (ELV) regulations outline how authorized handlers should dismantle, recycle, and dispose of vehicle materials. In time, all fluids will need to be removed, and certain parts dismantled before scrapping. The regulations also include provisions for vehicle manufacturers when designing cars. The British government says that ELV waste amounts to around 2 million tons each year. The regulations can be found on the Department of Trade and Industry (DTI) site, under Sustainability.
