December 28, 2001—The HSE has issued a revised Approved Code of Practice (ACoP) and guidance on the Construction (Design and Management) Regulations 1994 (CDM).
‘Managing Health and Safety in Construction’ has been published after many people in the industry declared that they did not fully understand their legal obligations. The regulations remain unchanged, but once the ACoP comes into force on 1 February of next year, HSE plans to begin a three-year review of the CDM Regulations.
The new ACoP provides premises managers with clarification of the responsibilities of clients and designers under the regulations, and the layout of the document has been made more user-friendly.
HSE’s Chief Inspector of Construction, Kevin Myers, comments: “The revised ACoP clarifies roles and responsibilities under CDM, in particular those of clients and designers. It places emphasis on managing health and safety throughout the life of a project, and highlights the need for everyone to play their part in reducing health and safety risks to construction workers. It also contains practical advice on identifying and reducing hazards.”
