The International Window Cleaning Association (IWCA) I-14 Window Cleaning Safety Standard Committee met March 24 and 25 in Newark, New Jersey. They discussed concerns expressed publicly by BOMA International and others about the proposed standard, chiefly the “written plan” for window cleaning and who is responsible for providing “assurance” of a safe place to work. BOMA International will participate in the task force which will address the remaining issues of the scope of the proposal, its impact on existing facilities, anchorage requirements and other technical requirements, and restrictions on descent control equipment.
The I-14 Committee’s next meeting will occur September 15-16 in Chicago. Since the I-14 proposal places new requirements on building owners, the IWCA must show that the proposal is necessary, reasonable, fair, and achievable before BOMA can fully support it.
