A major step toward solving the widespread problem of brownfields was taken by the introduction of S.2700-The Brownfields Revitalization and Environmental Restoration Act of 2000. It represents a broad number of environmental viewpoints by Senators Smith (R-NH), Chafee (R-RI), Baucus (D-MT) and Lautenberg (D-NJ), who united to propose the bipartisan bill. Among many brownfields issues, the bill offers Superfund liability exemptions for blameless parties, to include innocent landowners, prospective purchasers, and contiguous properties. It also looks to enhance the role of states in the cleanup process. Further, it involves the federal government by dedicating $200 million annually for brownfields assessment and remediation. BOMA International is hopeful that the bill will be enacted into law and is encouraging its members to help with this legislative effort.
